For information on foster youth and their financial wellness, see the Education Commission for the States blog post which draws from the Trellis Student Financial Wellness survey, one of the few sources for information about foster care alumni, “Understanding the Financial Wellness and Success of Foster Youth in College” here: https://ednote.ecs.org/understanding-the-financial-wellness-and-success-of-foster-youth-in-college/ The report provides evidence of underuse of key programs designed for foster youth alumni.

a response to the conversation in the Q&A: Foster Scholars prefer the term “people with experience in foster care” instead of using the term foster care alumni. The term foster care alumni term does not adequately describe varied experiences in care, which is why they prefer the alternative.

There are two statutory exemptions. One for foster care and one for adoption. Eligibility is complicated so it is best to encourage the youth to contact DFPS staff to verify eligibility.

Students who qualify must meet academic admissions standards and then remain in good standing , i.e. may be subject to dismissal just as would any student who performs below satisfactory levels for the degree program. this is a process and every effort is made to help the student succeed.
