At the hearing a couple of weeks ago, the Commissioner said DFPS plans to have a child placed in a QRTP in June 2022. Is that a realistic timeline? Should we expect this new process to be live next month?

Will child be part of the meetings each month with the Multidisciplinary team? What meetings will the child attend? Children will attend ALL meetings. Or be able to unless THE CHILD refuses.
Will these Hot Docs updates be in the annual update in the fall? If there will be an update sooner, about when can we expect that?
Will Motion for Hearing in hotdocs be available elsewhere for those not using hotdocs?
Shouldn't the child's AAL/GAL approve placement before the child is placed, instead of objecting after?
Will children leaving QRTPs be placed with therapeutic foster parents, or other foster parents with specialized traning?

Has OCA set up a tickler for the CPC Courts to provide on-going hearings for these kids?
Shouldn't the child's AAL/GAL approve placement before the child is placed, instead of objecting after? Ideally, the AAL/GAL will always be involved in the QRTP Permanency Team meetings and will have been able to make their decision based on that initial meeting, the information and treatment goals established for the child/youth.
Will team meetings have a zoom option that would allow greater access for everyone and address time constraints?
What if don't have an attorney? What is remedy for child who disagrees with placement and/or Judges determination for continued placement if contrary to GAL's?

Will children leaving QRTPs be placed with therapeutic foster parents, or other foster parents with specialized traning? The goal is to place youth with family first. However, in looking at other foster care settings AND family caregivers both, QRTP providers need to integrate that next caregiver into the treatment, discharge and transition processes and ensure they are provided that aftercare support for the minimum 6 months. The process of QRTPs should involve any next caregiver throughout the QRTP placement to help them know how to work with the child/youth upon discharge.
Any child in state care should have an appointed attorney.
Are there QRTPs outside the state of Texas? If so, is it possible that a Texas child would be placed in one of those?
Are there QRTPs outside the state of Texas? If so, is it possible that a Texas child would be placed in one of those? There are QRTP's outside of Texas, however, there have been no established contracts with the Texas Model. They must still meet our Texas requirements.
Are there things that would make a child ineligible for a QRTP, such IQ or intellectual capacity? I noticed in the scenario that John's IQ was in the high 70's.

When is the QRTP Perm Team going to do work for our CWOP children? I have heard no evidence of a QRTP Perm Team from the Department - why is that?
What is the expectation for the child to be able to have visits with family? Either in person or via Zoom?
Historically, a child is discharged before new placement is located. How is this being addressed in discharge/transition plan?

Do the caseworkers even know about the QRTP referral process?
